Lloyd George became the Head of the newly created Ministry of Munitions in May 1915, after his role as the organizer of Cabinet investigations into the scandal of munitions shortages. This book is a study of the setting up of what became the most revolutionary Department of State in British History to that date. Lloyd George, in his role in charge of this organisation, held unprecedented power over labour, capital, raw materials, and machinery, with the result that he "delivered the goods", and in so doing set a pattern for the various supply departments established before, and during, the Second World War.
